摘        要：德韦公司是一家专注于工业机械设备的制造公司，其海外子公司遍及全球多个国家。2018年，考虑到机械制造行业的回暖态势和逐年递增的订单量，以及制造外包战略在欧洲总部的成功落地实施，德韦公司开始在海外各地的装配中心全面推广外包管理模式，以应对当前市场的强劲需求。 为配合总部的制造外包计划，德韦公司在中国的子公司经过考察选定嘉华机械制造有限公司并与其签署了外包合作协议。然而，外包模式的发展并没有像当初设想的那样顺利，反而陷入了困境。在与嘉华的合作期间德韦屡次因为产品质量问题而受到客户投诉，甚至出现了德韦员工“外流”到嘉华的现象。实施外包战略是否是一个正确的战略决定遭到了全公司上下的质疑。德韦公司中国分部的管理层该如何扭转这样的尴尬局面，如何解决质量低下并改进当前的生产制造管理模式成为中国分部亟待解决的问题。本案例期望通过剖析德韦在执行外包计划时的战略失误并提出具有针对性的合理建议。

Abstract:Dway is a manufacturing company focusing on industrial machinery and equipment, with overseas subsidiaries in many countries around the world. In 2018, in view of the recovery of the machinery manufacturing industry and the increasing orders year by year, as well as the successful implementation of the manufacturing outsourcing strategy in the European headquarters, Dway began to comprehensively promote the outsourcing management mode in the assembly centers around the overseas, in order to cope with the strong demand of the current market. In order to cooperate with the manufacturing outsourcing plan of the headquarters, the subsidiary company of Dway in China selected Jiahua Machinery Manufacturing Co., Ltd. after investigation and signed an outsourcing cooperation agreement with it. However, the development of outsourcing model did not go as smoothly as originally thought, but fell into trouble. During the cooperation with Ka Wah, Dway was repeatedly complained by customers for product quality problems, and even “outflow” of dway employees to KA Wah. Whether the outsourcing strategy was the right strategic decision was questioned throughout the company. How to reverse this embarrassing situation, how to solve the low quality and improve the current manufacturing management mode has become an urgent problem for the Chinese branch. This case is expected to analyze the strategic mistakes of Dewe in the execution of outsourcing plan and put forward targeted and reasonable suggestions.
