ABSTRACT

Megaprojects are often delivered over budget and late and the literature discusses the reasons at length. Nevertheless, some megaprojects are delivered on time and budget. The research investigated the reasons for this dichotomy. The research developed an original performance prediction method for megaprojects investigating the relationships between project characteristics and success. This method identifies key success factors and is crucial for the stakeholders involved in planning and delivering megaprojects.

The research process is related to a novel and rigorous method based on deductive cross-case analysis. Through a benchmarking analysis, the method takes similarly constructed cases and uses a structured process to determine “cross-case” patterns. Regarding the results, my approach established the characteristics associated with good and poor megaproject performance. It also provides a useful mechanism for policy-makers to ‘benchmark’ their megaprojects against a portfolio. Ultimately, the results become guidance for policy-makers making critical and expensive decisions surrounding the design and delivery of megaprojects.

BIO

Dr. Giorgio Locatelli is a Lecturer of Infrastructure Procurement and Management at the University of Leeds. He has a Bachelor and Master of Science degree in mechanical engineering (2006) and a PhD in industrial engineering, economics, and management from the Politecnico di Milano (Italy) (2010). His research includes: (A) Project Management in Infrastructure/Megaprojects. Focus on cost-benefit analysis, risk management, ethics & corruption, governance and temporary organisations, financing, modularisation (B) Energy systems sustainability. Focus on energy infrastructure/ energy economics: nuclear power plants & Small Modular Reactors (SMR), decommissioning, nuclear law, cogeneration and energy storage. Particular interest in the real options analysis (C) System Engineering Management. Focus on infrastructures and complex systems. Giorgio also works as a consultant and visiting academic for several institutions, including the International Atomic Energy Institute, Argonne National Laboratories, etc.. He is the author of more than 100 international publications, the majority of them focused on large engineering projects.

His membership includes:

· Member of the CEO Council on Transformational megaprojects – World Economic forum

· Editorial Board of “International Journal of Project Management”

· Editorial Board of “Progress in Nuclear Energy”

· Member of the core group of IPMA – SIG – Megaprojects

· Member elected of the Italian National Board of the “Italian Association of Industrial Plant Engineering” (ANIMP) for the section “Transportation and Logistic”
