Juan Yan is a PhD candidate at the Faculty of Architecture and the Built Environment in Delft University of Technology. Her academic work focuses on Public Housing Governance, particularly Chinese Public Rental Housing (PRH). 

内容简介:

Globally, central governments have reduced their resources for public housing provision and shifted their responsibilities to local authorities. As a result, local governments have turned to private sectors for help to house their urban vulnerable groups (households who are marginalized from the rapidly-growing real estate market), which is also the case in recent years when it comes to Chinese PRH provision. The government-dominance governance in PRH provision has changed and become more complex than before. However, few studies have paid attention to this, especially from a ‘governance’ point of view. Juan Yan’s PhD study therefore aims to build a deep understanding of the PRH governance in current urban China and to explore the possible future directions for the PRH governance.

Besides desktop research, on-site interview and survey in two Chinese cities (Chongqing and Fuzhou) are the other two main methods in the study. The main results of the PhD study are: a model showing the essence of Chinese PRH governance; one map of the power distribution among governments and non-governmental actors; determinants of tenants’ satisfaction; and policy implications for a better usage of newly-emerging housing instrument (i.e. inclusionary housing).
