Abstract:

While energy transition generates overall and environmental benefits, it also creates challenges and such challenges could be unevenly distributed across individual, community and nations. A quantitative assessment of the adverse impact of energy transition is a prerequisite to achieve a just energy transition. This study assesses the justice and equity dimensions of energy transition by adapting a framework for conceptualizing vulnerability from the climate change adaptation literature. Our framework is applicable for policymakers to assess the vulnerability during their energy transitions and may inform their decisions for a just energy transition and further international coordination.
