At the 12th Communist Party of China Shanghai Congress recently concluded, comrade Li Qiang, Party Committee Secretary of Shanghai, delivered a report titled “Carry forward the Great Founding Spirit of the Party, Practice the Concept of People’s Cities, and Accelerate the Building of a Socialist Modern International Metropolis with Global Influence” (hereinafter referred to as the “Report”) on behalf of the 11th CPC Shanghai Municipal Committee. According to the Report, around the goal and vision of accelerating the building of a socialist modern international metropolis with global influence, it’s important to make promoting high-quality development, creating high-quality life, and achieving high-efficiency governance the top guidance on the government work.

The past five years have marked the efforts of Shanghai in forging ahead bearing in mind the expectations of the Party and the cooperation between Tongji University and the municipal government in Shanghai’s urban development. In the next five years, Shanghai will accelerate the building of a socialist modern international metropolis with global influence and strive to create a new situation in the development of various causes. Tongji University will continue to make new and greater contributions to the blueprint depicted in the Report for the next five years with its long-time commitment to the benefits of the country and the rest of the world.

First, promote high-quality development, support the development of leading industries, and foster new drivers for development; secondly, create high-quality life and serve people’s cities in the renewal; thirdly, work to achieve high-efficiency governance and explore new paths of megacity management.

In terms of urban governance, Tongji University coordinates the allocation of resources, gathers talents in the field of smart city application and intelligent planning, and continues to provide “Tongji solutions” for megacity governance. To monitor the urban development, listen to the voice of urban citizens, pool the wisdom of urban governance, make cities more human-centered, and empower cities to present their unique charms, Tongji University has set up the Institute for Urban Risk Management, and jointly founded the Research Institute for Elaborated Urban Management in association with Shanghai Tongji Urban Planning & Design Institute. The School of Economics & Management has led the “National Comprehensive Experimentation Base for Intelligent Social Governance” program to comprehensively experiment on intelligent social governance and, through real scenario application, promote interdisciplinary integration and innovative development. Taking these initiatives, Tongji University is committed to promoting the development of a think tank for the control of major urban risks and elaborated urban management, striving to provide professional, efficient, and forward-looking consulting services for decision-making by government and industrial leaders, and contributing to the exploration of new paths of megacity governance.
