Liu Huchen: Improve the overall effectiveness of quality and safety supervision

Quality reflects a country’s comprehensive strength and is closely related to the well-being of billions. To improve the efficiency of the market regulation system under the concept of “big market, big quality, and big regulation”, China has thoroughly implemented a quality optimization plan and comprehensively strengthened quality and safety supervision, which has yielded significant results. In the face of the current economic situation, it’s necessary to further improve the overall effectiveness of quality and safety supervision and better promote the coordination, integration, and systematicness of governments and regulators at different levels.

Firstly, it’s important to strengthen holistic governance. The top-level design of quality supervision should be accomplished to strengthen the supervision of the central government and the integrated coordination departments over localities. The effects of collaboration in quality and safety supervision should be linked to government performance to motivate resource sharing and coordination and cooperation across levels, sectors, and regions. Under the coordination and leadership of the government, a quality and safety supervision network where enterprises, industry associations, third-party institutions, consumers, etc. cooperate in the governance should be constructed, and the functions and responsibilities of each entity should be clarified to promote the supervision forces to unite to create a quality and safety supervision pattern.

Secondly, it’s important to give full play to the role of market mechanisms. Credit should be relied on in quality and safety supervision, where enterprises’ social credit ratings can be linked up with service and product quality, and classified and categorized quality and safety supervision can be conducted based on different credit ratings of enterprises. A quality credit blacklist should be developed, the response and feedback mechanism for punishment for losing faith should be improved, and the primary responsibility of enterprises and the restricting role of the market shall be strengthened. The project to improve quality standards to meet international ones should be implemented, thereby promoting mutual certification and recognition of domestic and foreign markets, strengthening international cooperation, and advancing quality and safety supervision to a new level through international market competition.

Thirdly, it’s important to further advance the digital reform. Industrial digitization and digital industrialization can lead to the digitalization of quality and safety supervision. Data is a strategic resource that quality and safety supervision must rely on. Big data development should be taken as the starting point to promote the building of big data centers for quality supervision, and the national quality supervision data center should be taken as the core to gather quality supervision data around China. Big data centers should be relied on to improve the unified data sharing and exchange mechanism and achieve cross-level, cross-sector, and cross-regional mutual recognition and sharing of quality and safety supervision information. Product and enterprise quality data should be focused on and a “panorama” of quality and safety supervision should be drawn with digital technologies such as cloud computing, blockchain, and artificial intelligence, to create a whole-chain, refined, dynamic, and real-time quality and safety supervision system.
