China’s manufacturing sector still has weaknesses compared with developed countries. Therefore, it is necessary to take multiple measures around policy support, technology transformation and ecosystem building to inspire greater creativity of the manufacturing sector, and to make all-around efforts to boost China’s strength in manufacturing.

In terms of policy support, it’s important to coordinate the top-level planning and the overall planning, and relevant measures include building a support system for the integrated development of advanced technology and manufacturing sector and making the necessary factor support policy to further release policy benefits; and increasing support for easing the difficulties of manufacturing enterprises and promoting their development through tax and fee cuts, rent and interest rate reductions, financial subsidies and financing support.

In terms of technology transformation, it’s important to accelerate technology transformation and drive transformation and upgrading, and relevant measures include supporting enterprises in upgrading equipment, optimizing production conditions, and improving product technology and added value; encouraging the use of intelligent equipment/systems, big data, cloud computing and Internet of Things to make manufacturing smarter; and guiding enterprises to use advanced energy-saving and carbon emission reduction processes, technologies and equipment to conduct green transformation and upgrading.

In terms of ecosystem building, it’s important to improve the business environment and build a healthy ecosystem, and relevant measures include building a sound, standard and efficient access and exit mechanism for market entities to ensure equitable and law-based protection for the rights of enterprises to enter the market, access factors of production and enjoy preferential policies; and encouraging collaborative design, shared manufacturing and supply chain synergy to overcome the difficulties, pain points and bottlenecks faced by the manufacturing sector during development, and to promote mutually beneficial and innovation-driven development of enterprises.
