Aligned with the context of Chinese-style modernization, the Public Administration discipline at Tongji University addresses the major challenges to public affairs governance posed by global changes, technological transformation, and social transition. It focuses on research areas including public policy, urban sustainable development and governance, national security and emergency management, and global governance, and has established a talent development system characterized by a solid theoretical foundation and outstanding practical capabilities.
At present, this academic program has 24 full-time faculty members, among whom 17 are master’s supervisors, 7 are full professors, and 10 are associate professors/associate researchers. All faculty members hold doctoral degrees in public administration or related disciplines, and over 70% have overseas study or research experience. The ratio of academic master’s students to faculty members is approximately 1:1 annually.
Among the full-time faculty, there are 2 Distinguished Professors of Humanities and Social Sciences at Tongji University, 1 Changjiang Scholar Distinguished Professor appointed by the Ministry of Education, 1 Shanghai Oriental Scholar Distinguished Professor, and 2 Shanghai Shuguang Scholars. Young faculty members have received support from various talent programs such as the Shanghai Pujiang Talent Program and the Chenguang Program for 10 person-times. In addition, many faculty members serve as consulting experts for institutions including international organizations, national ministries and commissions, local governments, and renowned think tanks.
Academic postgraduates shall complete at least 31 credit hours, including 6 credit hours for public compulsory courses, 12 credit hours for specialized compulsory courses, 8 credit hours for specialized elective courses, and 5 credit hours for compulsory components. (The compulsory components consist of 1 credit hour for thesis topic selection, 2 credit hours for thesis writing and academic norms, 2 credit hours for Tongji Advanced Lecture Series, and 0 credit hours for mid-term assessment.)

The Public Policy track focuses on applying quantitative and qualitative social science research methods to evaluate the design, implementation, and impact of policies, aiming to provide effective recommendations for policy formulation and improvement plans.
Urban Sustainable Development and Governance
The Urban Sustainable Development and Governance track emphasizes studying the interactions between economic, social, environmental, cultural, and other systems in the process of urbanization, with the goal of offering feasible governance suggestions for urban sustainable development.
National Security and Emergency Management
The National Security and Emergency Management track concentrates on researching the institutional mechanisms for monitoring, early warning, emergency response, and recovery and reconstruction of emergent incidents, aiming to enhance the modernization level of national security assurance and emergency management capabilities.
Global Governance
Based on the initiative of building a Community with a Shared Future for Mankind, the Global Governance track focuses on the global value network and the transformation of global governance structures. It aims to provide new governance solutions for global issues and enhance China’s institutional voice in global governance.
